On August 24, 2026, the U.S. Department of Homeland Security's Student and Exchange Visitor Program (SEVP) sent a second clarifying broadcast message to every SEVP-certified school about Curricular Practical Training (CPT) authorizations. That message (BCM 2608-02) clarifies the first warning sent on August 12 (BCM 2608-01).

Important: The underlying regulation has not changed. SEVP said it "observed a rise in CPT authorizations that appear to violate regulatory requirements" — under the existing rule, CPT can only be authorized when the training is an integral part of the curriculum. SEVP frames both messages as a reminder of an existing rule, not a new one. Schools that don't comply risk losing their certification to enroll international students — which is why several schools have suddenly become much more cautious about approving CPT.

The second broadcast message (BCM 2608-02) clarified that CPT must be a required curriculum element that applies to all students — domestic and international alike — not an elective. CPT cannot be authorized through an elective course, since electives are optional by definition, not required.

• The course tied to the CPT authorization must be listed as a required curriculum element in the program's own catalog.
• The DSO (Designated School Official) is now expected to document this requirement for every CPT authorization.
• SEVP frames this clarification as a restatement of an existing rule, not a new one.

CPT and OPT get confused often, but they are two separate work authorizations:

The August 24 guidance targets CPT specifically — it does not change OPT or STEM OPT rules. If your school pauses CPT, that does not automatically affect your OPT eligibility; they are separate processes. That said, using a year or more of full-time CPT can affect OPT eligibility under a separate, longstanding rule — so it is worth tracking both, even though they are governed independently.

• UCLA said it paused certain CPT authorizations while reviewing the federal guidance, and is communicating directly with affected students.
• UC Berkeley suspended course-credit CPT applications as of August 12, while continuing to process "degree-requirement" CPT (internships that are a required part of a program) as normal.

This guidance applies to every SEVP-certified school in the U.S., not just these two. The only reliable way to know whether your own school has changed anything is to ask your DSO (Designated School Official) or international student office directly — this article, and ATLAS, cannot give you a school-specific answer.

If you're currently studying in the U.S., or applying to a program that involves CPT, here are concrete next steps:

• Talk to your DSO. If you have a CPT offer or plan, ask your school's international student office for the current status — this varies school by school.
• Confirm "required" vs. "elective." Make sure the course tied to your CPT is listed as a required curriculum element in your program's catalog.
• Don't expect a guaranteed outcome. This is an enforcement tightening, not a change in the law — how long it lasts or which schools it will affect next is not certain. Neither Meridian nor ATLAS can guarantee an outcome here; that decision sits with your school and SEVP.
• Keep your OPT plan separate. Whatever happens with your CPT, your post-graduation OPT application follows its own rules and is not directly affected by this guidance.
